The Alliance for Innovation (AFI) is pleased to announce the appointment of Michael Wilkes as its next Executive Director. Wilkes brings more than four decades of local government leadership, deep experience in organizational innovation, and a nationally recognized career that positions him perfectly to lead AFI into its next chapter. After retiring from city management earlier this year, he steps into this role with energy, clarity, and a continued passion for serving local governments across the country.
A Leader Rooted in Local Government and Innovation
Wilkes recently concluded a long and influential city management career, including 27 years as the City Manager of Olathe, Kansas. While he was ready to step away from the day-to-day demands of running a city, he shared that his commitment to supporting the local government profession remains as strong as ever. His longstanding involvement with AFI, including two terms as Chair of the Board of Directors, reflects his belief in AFI’s role as a catalyst for learning, experimentation, and forward-thinking leadership.
Meeting the Moment for Local Governments
Wilkes joins AFI at a time of rapid change and growing complexity for communities across the United States. Local governments are navigating evolving technologies, the benefits and challenges of AI, shifting workforce expectations, budget constraints, and the pressure to deliver high-quality services while resources remain tight. Wilkes sees AFI as uniquely positioned to help leaders respond to these trends in ways that strengthen communities and expand their capacity to innovate.

A Career Defined by Excellence
During his tenure in Olathe, Wilkes helped lead one of the fastest growing and most recognized communities in the nation. Olathe earned multiple national awards for its innovative programs and commitment to excellence in public service. His leadership has been acknowledged through numerous honors, including the Michael E. Copeland Leadership Award from Mid-America Nazarene University, the Buford M. Watson, Jr. Award for Excellence in Public Management by the Kansas Association of City/County Management, and recognition as one of Olathe’s 150 Most Notable People. His background gives him a rare blend of practical experience, strategic vision, and deep appreciation for the work performed by local government professionals.
What He Wants AFI Members and Partners to Know
Wilkes emphasizes that he will lead AFI through the eyes of someone who has spent nearly 40 years inside city halls, council chambers, and community conversations. He understands the aspirations and the constraints local government leaders face, and he believes AFI’s role is to be a place where innovation is accessible, practical, and grounded in real community needs.

Clay provided calm and steady leadership, ensured operational continuity, and supported the AFI team, partners, and members through an important transition period.
