I reviewed the policy for Richland County (in Columbia, SC) on benefits for PT employees. Here, they are eligible for participation in the SC Retirement System and in the County's Pay for Performance process, but are not eligible for other County benefits.
Employees who work 50% or more earn sick, vacation, funeral, leave on a prorated basis based on %. To earn retirement must work 1200 hours or more per year. To be eligible for health insurance must be a 70% employee.

Our PT employees get prorated benefits of sick, vacation, and some other what I would call "smaller" benefits such as funeral paid holidays (again prorated to the hours they normally work), but they do not get any health, dental, or retirement at all.
