Do any communities have more than one FLSA standard? For example, in one department, over 8 hours per day is OT and in another, over 40 worked in a week is OT? Thanks.

FLSA standard for overtime pay for non-exempt (hourly) employees is based upon a work week. (168 hours, 7 consecutive days). 40 hours worked is the threshold over the time period.
Uniform services and exempt employees are different of course, but as general guidance, I attached the fact sheet. I would check that resource further for additional guidance.
