Interlocal/Shared Service Recycling Agreement

I am currently doing research on how local governments can lower the costs recycling programs by entering into interloca/shared service agreements. Do you have an example of an agreement or contract of a successful shared service program that lowered recycling costs?

25 years ago, Chesterfield county and 12 other localities formed the Central Virginia Waste Management Authority (CVWMA). The CVWMA develops contracts for waste and recycling services shared by the participating jurisdictions, 9 of which participate in curbside recycling. Website: http://cvwma.com/
