Who's Advocating What Here?

This article discusses the ethical issues that may develop for city and county managers if their governments choose to promote or oppose ballot measures by using public dollars. Advocates that regardless of the degree to which local governments fund advocacy campaigns, managers can maintain fairness, impartiality, and professionalism during referendum or initiative elections. Provides a list of considerations for managers dealing with this issue.
