Houston is an inclusive city?

This question that I have had since I arrived in this state a week ago. When I was stationed in this city, I am wondering why this city represents accessibility for all.

First time I set foot in Houston, I have seen how Houston people live in diversity not only about cultural diversion but also with all the disparities make it as a remarkable city to visit.

More articles describe how Houston success in concentrating about poverty.  As a census result by Kinder Institute Research, Harris County has only 20 percent households in poverty.

I have visited many places in Houston and I have found considerably inclusive spaces. Hermann Park, as an example, a public area which is accessible for all. People of all ages with all conditions access this spaces with no excuse.
