The City of Wilmington is seeking a Deputy City Manager (DCM). The City Manager’s Office operates in a fast-paced environment using a team-based approach to manage a progressive and results oriented culture where the strategic plan drives initiatives. A people/project savvy leader with a track record of community engagement and experience with a high volume of development/redevelopment and sustainability initiatives is essential. About the Organization: The City of Wilmington is governed by a non-partisan City Council utilizing a council/manager form of government consisting of a Mayor, Mayor Pro-Tem and five Council members. With AAA bond ratings from bond rating agencies, GFOA awards for excellence in financial reporting since 1984, and excellent stewardship of tax dollars, the City is regarded as a fiscally responsible and well managed government. The FY 18 overall budget is $217,484,481 with $104,046,182 associated with the General Fund. The property tax rate is $.485 cents per $100 of assessed valuation. About 1,000 Employees serve the citizens of Wilmington across 11 departments with approximately half in police and fire. The City is currently managing a number of capital projects (CIP) related to infrastructure, revitalization and innovation. About the Position: The current portfolio for the DCM includes operating departments such as engineering, the CIP, parking, and public services which includes Buildings, Streets, Stormwater and Solid Waste and Emergency Management. As one of two Deputy City Managers (DCM) reporting to the City Manager, the final portfolio of the selected candidate will depend on the talents of the new leadership team. The successful candidate is an energetic, proactive public-sector veteran with excellent leadership, people, project management and operational skills who thrives in a high accountability culture to ensure that the City continues to succeed and meet the expectations of citizens and employees alike. Key responsibilities will be leading the many capital projects through various stages while ensuring collaboration across departments and stakeholders to achieve outcomes and strategic priorities. Qualifications: The successful DCM candidate will have education equivalent to a minimum of a master’s degree in Public or Business Administration, or a closely related field including eight years of management experience in municipal government.
