The City of Delaware is seeking an executive level leader to oversee and manage the water, wastewater and environmental services provided to a growing community of nearly 40,000 residents. This is the opportunity to serve one of the fastest growing communities in Central Ohio through strategically and tactically planning and administering the operations of the water and wastewater plants, water distribution, sewer collection, storm water conveyance, watershed, and landfill management.

1.Exercise direct authority in planning, managing, organizing, implementing and evaluating all Utility Department functions and employees, in accordance with approved policies and procedures.
2.Manage personnel by recommending staffing levels, hiring new employees, providing and overseeing training programs, developing and implementing work performance standards, evaluating work performance and addressing performance not meeting expectations.
3.Oversee the long range planning of the department through interaction with City staff, elected officials, engineering consultants and the public.
4.Assure compliance with State and Federal Agencies' rules, regulations and permits (including OEPA, USEPA, OSHA).
5.Protect the Public Health and Safety as it relates to water, wastewater and landfill management.
6.Prepare, present and administer the operating and capital budgets for the department.
7.Maintain effective communication and working relationships with employees, other government officials and the general public.
8.Serve as liaison representing Public Utilities to City Boards, Commissions and external organizations as directed; prepare and present reports and presentations as required.
Required Training, Experience, and Qualifications
1.Seven to ten years progressive responsibility in management experience in water, waste water and storm water management.
2.Bachelor's degree from an accredited four-year college or university in environmental science, environmental engineering, engineering, planning, public or business administration.
3.Class III Certification Water Supply Works Operator, Class III Certification Wastewater Works Operator; with the ability to obtain both Class IV Certifications preferred.
