Chief appointed official position was recognized by ICMA in 1950 as a Council-Manager position.

The Director of Parks & Recreation provides leadership and direction in the management, strategic planning, operations, and initiatives related to parks, community recreation centers, tennis facilities, boat ramps, a marina, an athletics program, a marketing and information systems unit, and a capital improvement program; guides opportunities that have a maximum impact on the quality of life enjoyed by all citizens. Serves as an ex-officio member of the Parks and Recreation Commission, works closely with the Commission, and keeps the Commission informed concerning the interests, needs, objectives, and progress of plans, projects, and other factors related to Parks and Recreation. Also works collaboratively with the Parks and Recreation Foundation, Open Space Advisory Committee, and the Bikeways and Trails Committee. Uses feedback and input from throughout the organization and provides recommendations to the Deputy City Manager and City Manager on Parks and Recreation program/policy innovations, changes, and enhancements; leads organizational initiatives and assignments to support and address Parks and Recreation common issues; serves on teams and committees, and partners with various departments and agencies for effective results; and serves in other capacities in support of organizational strategies.

S/he leads the department through effective management practices (e.g., coaching, delegation, and rewarding member successes); aligns resources with department and city strategies and priorities; ensures department accountability through demonstrated systems thinking, issues and trends identification, and effective resolution; supports the City Manager, Deputy City Manager, and City Council ensuring that the City's vision, organizational values, and the mission are understood and executed by members at all levels of the department; facilitates effective communications throughout the organization, with Council and the public; creates effective links and relationships with the media, community groups, volunteer organizations, school boards and administration, and various constituencies; collaborates with other directors, departments, and agencies across the organization to achieve results and ensure alignment; and executes fiscal procedures and management of funds appropriately.

Requires a master’s degree in recreation administration, parks administration, sports management, business administration, public administration, or similar program and 6 years management experience, or higher-level education and experience equivalent to 12 years in fields utilizing the knowledge, skills and abilities; five (5) years in a senior leadership or executive level role. Must have, or obtain, a valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements.

Preferences The successful candidate will have a proven track record of visionary leadership and exceptional skills in the areas of communication, leadership, entrepreneurship, long range planning, and budgeting. The Director must be capable of working in a fast-paced environment, responding to political realities, while guiding staff to objective decision making. The new Director must clearly be a leader who can foster cooperation among various individuals and groups. The Director is also expected to take an active leadership role in furthering the City’s strategic initiatives. In addition, this position requires the successful individual to display commitment to the community and inclusive approaches in working with citizens and employees.
Experience working with a comparable sized staff and budget highly desirable; experience working with appointed commissions, committees, elected officials, and other agencies/departments preferred. Candidates with prior experience providing oversight to multiple parks/open space/natural areas, recreational programs, and recreation centers will be given additional consideration.
