The Sr. Manager, Buried Infrastructure Strategic Planning manages and administers the activities of the buried infrastructure division, including providing direction for the division. Supervises employees responsible for the development of linear buried infrastructure asset management plans and the review and implementation of business improvement activities. Also, directs and manages operations and tasks affecting the infrastructure to maintain acceptable levels of service and Commission operating standards.

• Evaluates asset-related standards generated from the Asset Management Program Office and determines necessary action to apply such standards within the Utility Service Team

• Establishes asset management-related policies and procedures for the Utility Service Team

• Creates and/or reviews summary reports related to asset planning and work flow optimization; critically reviews these reports and recommends response actions when appropriate

• Oversees and/or performs the work necessary to create buried infrastructure asset management plans and implements business improvement projects

• Ensures that the outcomes of the WSSC Asset Management Program implementations meet the needs of strategic investment planning for the water/wastewater underground linear infrastructure

• Supports development of multi-year strategic program plans related to the water/wastewater underground linear infrastructure

• Directs and manages all operations related to water and wastewater infrastructure asset management

• Researches and reviews new technology applicable to the business processes of the Team

• Establishes, implements and updates procedures to ensure overall Division efficiency, productivity and effectiveness

• Develops work standards utilizing work measurement procedures

• Conducts root cause and statistical analyses related to buried infrastructure failure and level of service deficiencies

• Supports development of multi-year strategic program plans related to the water/wastewater underground linear infrastructure

• Identifies resource requirements and activity performance data for the programs and activities of the group to support budget preparation

• Supervises employees including selecting and recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

Qualifications:

• BS degree in Civil, Mechanical, Electrical or Environmental Engineering or a related discipline such as business administration, or business management

• 9+ years of project management experience in the delivery of asset management programs, capital projects or related tasks

• 3+ years of supervisory experience

• Project Management Professional (PMP) certification preferred

• Professional Water Asset Manager (PWAM) certification desired
