The Deputy Chief Administrative Officer (DCAO) partners with the Chief Administrative Officer (CAO) and assists with the strategy, direction, coordination and communication of all work within the Office of Management and Finance (OMF). This includes budgeting and fiscal controls, directing personnel and operations, overseeing City-Council city-wide priorities, and working to steadily move the City towards the most effective and efficient enterprise-wide operations and risk management.

Responsibilities include directing the Business Operations Division of the Office of Management and Finance and advising the CAO, OMF Leadership Team and City Council Chiefs of Staff on finance, budget administrative, strategic planning, communications, project management, policy and operational issues.

The DCAO is responsible for OMF and City Council Office budget development and monitoring financial transactions, as well as administrative services. The Division also develops and implements policy and provides project management oversight. Provides operational and organizational financial analysis and implementation in support of budgets, business decisions, business processes, funding plans, and proposals. In addition, the DCAO is responsible for:
•OMF communication strategies
•Change management initiatives
•Management analysis
•Community involvement including responses to media and public records requests
•Delivering administrative services to support OMF bureaus, including timekeeping, personnel administration, financial transaction processing, accounts payable, and accounts receivable
•Supervising all work of the OMF Strategic Projects and Policy Team, which leads City Council's annual priority list for major city projects

To Qualify
The competitive candidate for the Deputy Chief Administrative Officer position must be able to perform the duties and responsibilities included in the position description and possess the knowledge, skills, and abilities in this ideal candidate profile. 1.Demonstrated track record of public sector management, including experience developing strategic plans, developing budgets, and implementing organizational improvements.
2.Demonstrated track record in organizing, managing and directing work teams with complex assignments and tight deadlines.
3.Experience in applying the principles and practices of public sector human resource management, purchasing, contracting, and records management.
4.Experience in writing reports, policies, procedures, presentations and other communications on complex financial and/or management issues for a variety of audiences.
5.Experience in analyzing proposed policies and process changes to identify organizational impacts and recommending viable alternative policies or process changes to mitigate negative impacts.
