Under administrative direction, is responsible for planning, directing, and managing the City of San Antonio immigrant and refugee integration work. This position will be responsible for creating an infrastructure that will improve access to city and community services, promote community information, education, civic participation, and support city departments in developing the capacity to interact, communicate, and serve the San Antonio immigrant and refugee community. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.
Essential Job Functions:
•Serves as the City Liaison between the City of San Antonio, immigrant and refugee community, immigrant stakeholder groups, faith based community, city departments, and local, state and federal agencies.
•Leverages the work of local nonprofits and faith based community to develop a strong network of services and information for the immigrant and refugee community.
•Develops and implements an annual work plan in coordination with stakeholder community to develop a strong network to provide information to immigrant community and access to city and non-city services.
•Recognizes the contribution of immigrant and refugees to the San Antonio community.
•Facilitates integration of immigrants and refugees living in the City by educating them about their rights and responsibilities, as well as services provided and administered by the City of San Antonio, non-profits, stakeholder groups, and faith based community.
•Tracks and develops legislative agendas on immigrant affairs, develops municipal policy and or initiatives.
•Assists in developing and coordinating initiatives with City departments and community that improve the quality of life of immigrants and refugees.
•Coordinates studies and analysis of the economic contributions of the immigrant community to the San Antonio economy.
•Conducts a wide range of strategic research and provides data, statistics, or other information related to immigration work.
•Manages the City of San Antonio Legal Service Provider contracts related to immigration.
•Presents information to City Council at public meetings, boards and commissions, neighborhood meetings, and stakeholder groups on immigration topics as needed.
•Performs related duties and fulfill responsibilities as required.
•L.L.B. or J.D. Degree from an accredited school of law, licensed in any jurisdiction and in good standing to practice with a minimum of two (2) years of immigration law experience.
•OR Bachelor's degree from an accredited institution and a minimum of five (5) years of immigration policy experience with a thorough understanding of the national, state, and local immigration climate.
•This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.
•Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
