David brings 25+ years of municipal management and engineering experience in Colorado focusing on transportation engineering, plan review, project management, and implementation of alternative service delivery methods. He played a key role in installing more than 400 miles of new municipal-owned fiber optic infrastructure in a number of Colorado cities.
David also formed several regional coalitions that worked collaboratively with municipal staff on ITS, telecom and street light initiatives to promote more operational and cost-effective efficiencies while protecting city interests via rate case analyses, stakeholder meetings, and Public-Private Partnerships. He is a widely sought presenter and author on implementing alternative service delivery, smart city, broadband and innovative infrastructure/ transportation management strategies. Recent presentations include state and national audiences at Fiber-to-the Home (FTTH) Council, American Public Works Association (APWA), INCOMPAS (formerly COMPTEL), Colorado Municipal League (CML) and Mountain Connect conferences.

Ed brings more than 10+ years of telecom and broadband services experience working with both carriers and local communities. He has worked with both U.S. and international clients to analyze client needs, develop detailed specifications, and prepare implementation strategies. As a program manager, Ed has worked on multi-year product development and integration projects.
