Today’s “New Normal” isn’t normal in any sense of the word. It is complex and unpredictable. The traditional strategies of cost cutting, downsizing and freezing positions are not enough to meet financial constraints.
But from a crisis of this magnitude, opportunity is born. In government it means the opportunity to construct new governmental organizations that are more fluid and less linear. It provides a chance to redefine service delivery, and create a shared sense of ownership among staff as well as citizens. The thrust of these new organizational models is not so much the model but the entire change to supra systems inside the organization. It includes a change to a shared service model as a response to the change in the nature of work.
